Make BringIntoView work correctly with UI virtualization

BringIntoView does not work correctly with user interfaces that are virtualized. A great example is the TreeView. Calling BringIntoView on an item that is not currently on screen will not bring the item into view because it hasn't been drawn yet even though its model exists.
