Persistent Window Size And Position In OOB Mode

When you install to desktop via OOB right now, If you resize and position the window of the application to better suit your needs. this window position and size is not saved. It should.

Also adding a way to pre-set the size and position for a app when it is installed via OOB would also be awesome to have.

        I can set size and position in oob settings, but if user resize it - window size and, more important, windows state (maximized) is not saved. How to fix this?
